HL7 FHIR Common Payer Consumer Data Set

This implementation guide (IG) describes the CARIN Alliance Blue Button Framework and the Common Payer Consumer Data Set (CPCDS). It provides resources that payers can exchange with third parties to share with consumers via a FHIR-based API. This IG helps share adjudicated claims and encounter data via the Patient Access API for:

It includes data elements and coding instructions that each payer can use to prepare and share the specified data.

Other CMS APIs

Beneficiary Claims Data API (BCDA). A FHIR-based API for Accountable Care Organizations (ACOs). Specific organizations:

  • Medicare Shared Savings Program ACOs,
  • ACO Realizing Equity, Access, and Community Health (REACH), and
  • other Alternative Payment Model participants.

These entities can retrieve Medicare Parts A, B, and D claims data.

  • Data at the Point of Care (DPC). A RESTful FHIR API that provides Medicare Parts A, B, and D claims data to providers. With DPC, providers can see claims data for active patient rosters without enrollee authorization.
  • Medicare Claims Data to Part D Sponsors (AB2D). A FHIR-based API exclusively for stand-alone Medicare Part D Prescription Drug Plan sponsors. With AB2D, Drug Plan sponsors can get Medicare Parts A and B claims data for their active enrollees.
